For the ninth consecutive month, imports declined with total expenditure amounting to $119.1mn, an 11.8% fall off when compared to the same month of 2008. On the other hand, for the second month, domestic export earnings continued its upward trend growing by 8.5% over the same period of 2008.
The unemployment rate stood at 12.6% in September of 2009.
After out-performing many countries in 2008 and growing by 3.6 percent, the Belizean economy could no longer stave off the effects from the global downturn and contracted for the first two quarters in 2009.
After declines for three consecutive quarters, the Consumer Price Index (CPI) shows that the overall price level rose by 0.8 percent between May and August 2009.

1  of  6.    Assistant Statistician III

 
Supervisor:        Assistant Statistician II
Duty Station:     Belmopan
 
Essential Duties and Responsibilities:
 
  • Collect and compile data for the consumer price index and other social, economic, population and demographic statistics.
  • Receive and respond to requests for statistical information from individuals and organisations.
  • Edit and code questionnaires and other data collection forms.
  • Generate and format tables, graphs and other data presentation designs for immediate dissemination or inclusion in statistical reports.
  • Assist in updating and maintaining the Institute’s databases.
  • Assist with supervision, logistical arrangements and data collection for censuses and surveys.
  • Represent the Institute at meetings, workshops and conferences locally and abroad.
  • Assume responsibility for the Institute’s assets assigned for the execution of the duties of the substantive post.
  • Perform any other relevant duties required for the effective functioning of the Institute.

Educational Requirements:
  • Associate Degree in Arts/Science or Business with a cumulative grade point average of at least 3.0.
  • At least four Grades I/II passes in CXC General Proficiency or equivalent, two of which must be in English A and Mathematics
 
Other Requirements:
  • Mature and have strong interpersonal and communication skills.
  • Proficiency in SPSS and Microsoft Excel, Word, PowerPoint and Access.
  • Highly disciplined and effective team player.
  • Able to multi-task and meet strict deadlines.
 


 
2  of  6.    Assistant Statistician II
Supervisor:    Statistician II
Duty Station:    District Office

Essential Duties and Responsibilities
  • Collect and compile data for the consumer price index and other social, economic, population and demographic statistics.
  • Assist with the recruitment, training and supervision of temporary staff for censuses, surveys and other data collection exercises conducted in the district.
  • Manage the flow of materials and documents between district office and headquarters.
  • Monitor and provide comprehensive reports on changes in the demographic, social and economic conditions of the district.
  • Respond to requests for statistical information from individuals and organizations.
  • Assist with the coding and editing of questionnaires and other forms.
  • Promote the activities of the Institute in the district.
  • Provide monthly written reports on all assignments performed.
  • Represent the Institute at meetings, workshops and conferences locally and abroad.
  • Assume responsibility for the Institute’s assets assigned for the execution of the duties of the substantive post.
  • Perform any other relevant duties required for the effective functioning of the Institute

Educational Requirements:     
  • Associate Degree in Arts/Science or Business with a cumulative grade point average of at least 3.0. 
  • Certificate in Social and Economic Statistics (University of Technology - Jamaica) or GCE A’ Level pass in Mathematics, Statistics, Economics or Sociology.
  • At least four Grades I/II passes in CXC General Proficiency or equivalent, two of which must be in English A and Mathematics.

Other Requirements:
  • Mature and have strong interpersonal, communication, organizational and leadership skills
  • Minimum of three years working experience, preferably at a supervisory level
  • Proficiency in SPSS and Microsoft Excel, Word, PowerPoint and Access
  • Experience in teaching/training
  • Highly disciplined and effective team player
  • Able to multi-task and meet strict deadlines
  • Thoroughly familiar with the geography, demography and economy of district in which you are posted


 
3  of  6.    Manager, Census, Surveys & Administrative Statistics Unit
 
Supervisor:      Deputy Director-General
Supervises:      Statisticians
Duty Station:    Belmopan
 
Essential Duties and Responsibilities:
  • Provide leadership in the development of policies, plans and programs for the Census, Survey and Administrative Statistics Division, hereafter referred to as the “Division”, ensuring they are consistent with the goals and objectives of the Institute.
  • Oversee and coordinate the activities of the Division in an effective and efficient manner
  • Develop, implement, monitor and evaluate the substantive work programme of the Division.
  • Plan and direct the conduct of all data collection activities.
  • Review and develop methodologies on survey design and analysis.
  • Design sampling strategies.
  • Design, implement and maintain quality assurance frameworks for all data collection undertaken by the Institute, and ensure compliance.
  • Guide and advise Division’s staff on methodological, procedural and administrative issues.
  • Coordinate, oversee and contribute to the preparation of technical and administrative reports.
  • Participate in strategic discussions with the Director-General and other senior management staff.
  • Advise the Director-General on technical matters under the Division’s responsibility
  • Provide technical assistance and support to partner agencies in the national statistical system.
  • Foster effective statistical coordination on data collection matters.
  • Contribute to mobilising extra-budgetary resources for the Institute’s work.
  • Identify and pursue opportunities for technical and other assistance to the Institute and partner agencies in the national statistical system.
  • Provide supervisor with oral and written report on division’s activities.
  • Liaise with the manager for finance for assistance or resources that may be under his or her control and is required for the operations of the Division.
  • Represent the Institute on committees, and at meetings, workshops, conferences locally and abroad.
  • Assume responsibility for the Institute’s assets assigned for the execution of the duties of the substantive post.
  • Perform any other duties required for the effective functioning of the Institute.
 Educational and Professional Requirements: 
  • Bachelor’s degree in Statistics, Mathematics, Demography, Sociology or related field, and at least five years progressive experience in managing sample surveys at the national level.
Skills and Experience Required (with evidence):
  • Excellent management and leadership skills.
  • Advanced computer skills.
  • Strong analytical, quantitative and critical thinking skills.
  • Excellent written and verbal communications skills in English.
  • Very good interpersonal and team-building skills.

Essential Duties and Responsibilities:
  • Develop, implement and analyse the M&E frameworks for the national poverty reduction programme and international conventions such as Millennium Development Goals.
  • Collaborate, share knowledge with and provide training to partner agencies having or interested in developing, implementing and managing M&E systems for their respective sector.
  • Keep abreast of developments and trends in M&E practices and identify where improvements might be necessary in the Institute’s systems.
  • Prepare summary programme reports and undertake complex data analysis for internal and external audiences based on M&E results.
  • Advise and provide tuition on general M&E methodological issues.
  • Lead in the development and maintenance of a sound social and demographic statistics and indicators database.
  • Assist with the development and integration of gender statistics into the statistical system.
  • Evaluate sources of information and statistical methods and procedures for validity, reliability and accuracy.
  • Disseminate the work of the unit through conferences and written reports/papers.
  • Assist with capacity building and training of the Institute’s staff.
  • Represent the Institute at meetings, workshops and conferences locally and abroad.
  • Assume responsibility for the Institute’s assets assigned for the execution of the duties of the substantive post.
  • Perform any other duties required for the effective functioning of the Institute. 
Educational Requirements: 
  • Bachelor’s degree in Statistics, Mathematics, Demography or related field, and at least three years’ experience collecting and compiling quantitative and qualitative data.
  • Experience in the development, implementation and management of M&E systems is a distinct advantage.
Skills and Experience Required: 
  • Experience and technical competence in M&E methods.
  • Strong analytical and critical thinking skills.
  • Advanced computer skills, with proven proficiency in a statistical software such as SPSS.
  • Excellent written and verbal communications skills.
  • Effective team player.
  • Highly motivated and goal-oriented.

Essential Duties and Responsibilities:
  • Assist in the design of data collection instruments and manuals
  • Implement methodology related to survey design and analysis
  • Perform routine and complex statistical calculations
  • Undertake routine data analysis
  • Generate weights for samples
  • Compile population and demographic estimates and projections
  • Contribute to the development and maintenance of a sound social and demographic statistics and indicators database
  • Assist with the development and integration of gender statistics into the statistical system
  • Ensure that international standards, guidelines or good practices are observed in the collection and compilation of statistics and indicators
  • Maintain standardized documentation of concepts, scope, classification, methodologies and procedures used in the collection and compilation of statistics and indicators
  • Participate in organising and supervising the Institute’s data collection activities
  • Assist in disseminating the work of the Institute through conferences and written reports/papers;
  • Contribute to statistical research and technical reports
  • Represent the Institute at meetings, workshops and conferences locally and abroad
  • Assume responsibility for the Institute’s assets assigned for the execution of the duties of the substantive post
  • Perform any other duties required for the effective functioning of the Institute
 Educational Requirements:
  • Bachelor’s Degree in Statistics, Mathematics, Demography or related field. Experience is an advantage.

6  of  6.    Finance and Administration Manager

Duty Station:  Belmopan

Essential Duties and Responsibilities:

  • Develop and manage the Institute's budget
  • Ensure proper accounting and control of all finances
  • Ensure that appropriate regulations and controls are in place and in use at all times for the management of the Institute's financial resources.
  • Ensure that all financial reporting obligations are met in relation to submissions for funding, grants and contracts
  • Produce accurate financial reports for the use of the management and board of directors 
  • Identify opportunities for funded development and revenue generation
  • Prepare and submit bids and applications for grant funding
  • Advise the Director-General and Board on financial matters
  • Supervise the finance and administrative staff
  • Manage the procurement of goods and services
  • Manage assets, facilities and logistical services
  • Maintain working relationships with the Ministry of Finance and the Ministry of Economic Development and other relevant agencies as it pertains to the finances of the Institute 
  • Liaise with the Institute's auditor and bank, as necessary
  • Represent the Institute at meetings, workshops, and conferences locally and abroad
  • Assume responsibility for the Institute's assets assigned for the execution of the duties of the substantive post
  • Perform any other relevant duties required for the effective functioning of the Institute

Desired Qualifications and attributes:

  • A Master's Degree in Accounting, Finance or related field and a minimum of 3 years progressive experience in financial management or Bachelor's Degree in Accounting, Finance or related field and a minimum of 5 years progressive experience in financial management.
  • Excellent communications skills
  • Excellent organizational and time management skills
  • Highly proficient in the use of QuickBooks software
Salary and benifits are negotiable and based on qualifications and experience.
